In states that have decriminalized marijuana, this is different than legalization. Decriminalization means that cannabis is still illegal but a person would not be prosecuted under the legal system for possession of a specified quantity of cannabis. They may, however, incur penalties, civil fines, drug treatment or education, although would not be subjected to arrest, jail time or a criminal record.
